It does appear to be some polymer. I cleaned six of these solar lights with alcohol and they all ended up in like-new condition. I didn’t try soap water, but your idea might work, too. Thanks!

Really informative! Was the surface of the cell plastic? Could warm soapy water, used carefully, clean the dirt of the cell? I have ruined more than one plastic part while cleaning it with alcohol.
